Renewal update

Our first Strategic Planning Workshop for our new CRC took place in the nation's capital on Thursday 28 July. Joint input on the day from 35 representatives from committed existing and prospective new partners provided confirmation that the thrust of our research activities to date was indeed hitting the mark - but that a stronger emphasis on facilities management and communication and collaboration would enhance this. Additionally, a stronger focus on innovative skills development in the context of an industry dominated by SMEs was recommended. Six working groups lead by Industry members have been formed to advance the more detailed development of the Renewal Bid:

1. Business Model 2. Industry Context
3. Environmental Sustainability
4. Procurement and Facilities Management
5. Communication and Collaboration
6. Skills Development and Uptake

These groups will now convene this next week to flesh out these themes for the upcoming Second Strategic Planning Workshop to be held on 6 October 2005 in Melbourne.

Clients Driving Construction Innovation book launched

Bill Wild, Managing Director, John Holland officially launched Clients Driving Construction Clients Driving Construction

Innovation: Mapping the Terrain Innovation: Mapping the Terrain at the 2005 AIPM National Conference at the 2005 AIPM National Conference

in Melbourne on Monday 10 October. The book, edited by Kerry Brown, Keith Hampson and Peter Brandon, is compiled from keynote speeches, research papers and case studies from our First International Conference in 2004.

Clients Driving Construction Innovation: Mapping the Terrain demonstrates that innovation continues to be prominent within the construction industry. It accentuates the fact that innovation can occur through leadership from competent clients who know what they want and are willing to work with the delivery team towards developing new processes and principles to achieve their goals.

How stakeholders work together to solve problems is a key focus of this publication. This edited volume analyses the role of the client in the innovation process throughout the construction industry. Incorporating different industrial and organisational settings from a range of perspectives, this volume provides frameworks, concepts and case studies to further the knowledge and understanding of the client in the innovation process and establishes an agenda for capitalising on the benefits of innovation in construction.

The rich array of case studies provides a promising start for translating some of the research results into a broader organisational and industry context. Translating innovation from a particular setting requires careful consideration of applicability and context, but the lessons from the cases establish good-practice examples that demonstrate ways of addressing real problems or offering new ways of thinking about old problems. The recurring themes of innovation, relationships and collaboration are allied to the need to work together in new ways to prevent the innovation lag time, ensure that innovation meets the needs of all stakeholders and is able to be implemented across the industry.

The book is available for purchase at $38.50 from r.meaton@construction-innovation.info (07 3864 9291)

Report to Industry launched

Keith Hampson launched the Sustainable Subdivisions: Energy-efficient design Report to Industry (by Anne Miller and Michael Ambrose) at the XXX in Cairns on XXX . The publication has been endorsed by the Environmental Protection Agency and the Urban development Institute of Australia. It describes the relationship between subdivisional layout and a dwellings energy efficiency. Effective energy-efficient subdivisions will be more energy efficient than conventional developments. Energy-efficient dwellings should have lower demands on non-renewable energy sources, reduce the level of greenhouse gas emissions, and save money for owners and occupants.

Partners on this project were:

Examining the link between subdivision design and dwelling energy efficiencies, the Sustainable Subdivisions 1: Energy Project, assessed an existing lot rating methodology that was developed for the Sustainable Energy Development Authority (SEDA) in Victoria. The Project, which focused on sub-tropical South East Queensland (SEQ), found that the methodology will need to be modified to allow of ventilation for appropriate adoption in SEQ. The Project also quantified the impact of increasing urban densities have on decreasing dwelling energy efficiencies by blocking access to natural cooling breezes. The Project found that increased density was as critical as orientation to the eventual energy efficiency rating (EER) of the dwelling in sub-tropical climates, where the combination of dense urban setting and poor orientation may increase a dwellings heating and cooling needs by 30% above the optimum siting for that dwelling.

The report is downloadable from our website at /articles.php?rc=53 or available for purchase at $19.25 from r.meaton@construction-innovation.info (07 3864 9291)

THREE AIPM AWARDS to the CRC

The Australian Institute of Project Management (AIPM) established its Achievement Awards in 2000 to honour and promote the achievements of project managers. At this years Awards held on September 9th, the CRC took out the following three awards.

Project Diagnostics for the Value in Project Delivery Systems Award a CRC Project led by John Tsoukas (ARUP Australasia)
This holistic solution technique checks the health of construction projects and objectively investigates the health of a construction project, the specific root causes of problems and suggests remedial measures to improve project performance. The automated health check helps improve outcomes for clients and industry stakeholders through better project delivery. AIPM Queensland President Alan Tupicoff says Project Diagnostics has the potential to save millions of dollars in project management costs by identifying problems early. "This is a system that works at the grass roots of project delivery and tracks performance through the life of a project. It not only identifies when a project is beginning to experience problems, it suggests ways of addressing them. Project Diagnostics has wide ranging applications across the building and construction industry. Its development also highlighted the benefits of such research, being undertaken by the CRC, in meeting the needs of all stakeholders within the construction industry."

CRC Development Manager Peter Scuderi for Project Director Category
"Everyday Peter liaises with highly qualified researches, project leaders and team members in the private sector, in research organisations like the CSIRO and the public sector. He is highly valued within the CRC environment and an excellent candidate for this award. Peters role within the CRC has resulted in the effective management of the research outcomes which will have a long-term benefit to the construction industry, states Alan Tupicoff.

CRC PhD scholar Garry Creedy for the Student Award (Garry is on long service leave from the Qld Dept of Main Roads)
The State award for Garry Creedy recognises the importance of quality education and research to the future of project management in Australia. Alan said of Garrys work, Cost overruns are the scourge of any building project, large or small. They can impact heavily on major projects and subsequently the public purse. Garrys research has the potential to make a significant contribution to the planning and project management phases of road construction in the years to come.

SCHOLAR'S CORNER

Risk factors in highway construction

Garry Creedy is moving into the final six months of his PHD and is based at Queensland University of Technology. He summarises his research in brief as follows. My PhD focuses on highway construction projects in Queensland and uses case studies of road organisation to research and analyse a broad range of historical data that have lead to cost overruns in client budget estimates during project delivery. The research aims at developing a statistical risk probability model that can quantify risk provisions as a percentage contingency on-cost for planned highway project types. It examines the client and the necessity to achieve accurate risk assessment of highway project cost estimates at the time the decision to build is made. The research will assist such clients in identifying a broader range of risk factors by the incorporation of realistic contingency percentage on-costs in client project budget estimates.

Dennis Wogan, Garrys industry supervisor from the Queensland Department of Main Roads says The issue of cost escalation in highway projects is one that has concerned client authorities for a long time. Garrys research will be of great value in developing more accurate project cost forecasts. In addition, the wider background research conducted, coupled with Garrys extensive industry background and the connections he has developed both nationally and internationally as part of his PhD development, will prove invaluable to Main Roads when he returns to the workplace.

Garry joined Queensland Department of Main Roads in 1964 as a cadet draftsman and graduated as a civil engineer in 1972. In 1976 he received a Graduate Diploma in Business Administration from Queensland University of Technology, and this has been followed by his MBA from Deakin University in 1995 and Graduate Certificate in Public Sector Management from Flinders University in 2000.
